Luis Toro, CFA

Luis Toro is a vice president - Portfolio Construction for Franklin Templeton Fixed Income - Municipal Bonds in San Mateo, California, United States. He is the lead risk officer and oversees the portfolio construction process on the Municipal Bond portfolios. He is also responsible for developing quantitative credit models for the group.

Mr. Toro joined Franklin Templeton in 2018, initially in the investment risk team. He designed the attribution and risk management framework for Municipal Bond products. In 2020, he joined the Municipal Bond group.

Mr. Toro has over 10 years in the financial industry. Prior to joining Franklin Templeton, Mr. Toro worked for 5 years at Moody's Analytics as a quantitative financial manager/analyst. He started his financial career with the Peruvian Banking regulator in the market risk and valuation groups.

Mr. Toro holds a bachelor's degree in industrial engineering from Universidad de Lima in Peru and a Master of Financial Engineering from Haas School of Business at University of California, Berkeley. He is a Chartered Financial Analyst (CFA) Charterholder and holds the Financial Risk Manager (FRM) designation.
