Franklin FTSE Russia ETF Regulatory Documents

Effective December 23, 2022, the Franklin FTSE Russia ETF (the Fund) has suspended the right of redemption of its shares pursuant to an exemptive order issued by the U.S. Securities and Exchange Commission in order to permit the Fund to liquidate its portfolio. Franklin Templeton cautions investors that it is expected that the liquidation of the Fund will take an extended period of time if circumstances involving Russian securities markets do not improve.

The Fund has been delisted by NYSE Arca, Inc. (“NYSE Arca”) in connection with the liquidation of the Fund. Trading in the Fund on NYSE Arca had been halted since March 4, 2022.

Additional information: Effective March 1, 2022, the Fund suspended new creations of its shares until further notice in light of ongoing issues related to Russia’s invasion of Ukraine. Franklin Advisory Services, LLC (the Fund's investment manager) has implemented a voluntary waiver of its management fee for the Fund. This voluntary waiver may be eliminated by the investment manager at any time.
